For example an operator of open top busses with commentary for tourists. This service is operating on a fixed route registered with the traffic commissioner, so within the scope of the regulations.

Passengers can pay separate fares and can board and alight at any normal stop on route, the passengers do not necessarily return though the vehicle does. “Excursion or Tour” is therefore unlikely to apply.

The bus has compliant audio-visual equipment installed including hearing loop BUT in addition, they have a PA which is used to provide commentary on the sights along the route, this can be run automatically but they also have guides on vehicle providing live commentary.

The PA commentary will be running as it passes and or stops a bus stops on route. There will therefore be a clash between the AIR announcements and the commentary both of which may be trying to announce things at the same time.

There is nothing in the Regulations that says that the audible and visible information needs to be drawn from the same source. Can the commentary script be redrafted to incorporate the required information alongside the other information they provide?

Even if there are occasions where information provision is mis-timed, this would be preferable  than omitting audible stop information altogether. 

If the service is essentially running as a standard service, albeit with the added benefit of a commentary, information on upcoming stops should still be provided.
